When employers talk about labour shortages, the conversation usually starts with operational staff. But for many companies the harder problem is different: engineers, technical specialists, managers or other qualified professionals who are simply not easy to find locally.
This is where the EU Blue Card route matters. According to the European Commission, Bulgaria applies a Blue Card procedure for highly qualified employment, with a minimum contract duration and defined salary threshold. In the right case, this gives employers a structured way to look beyond the immediate market.
When it usually makes sense

- When a business is hiring for growth, not only to patch an urgent gap.
- When the employer wants more stability around a specialist role instead of repeating the same search every few months.
Of course, this is not the shortest route, and it is not the right one for every vacancy. But for the right profile, it can be a strong long-term solution - especially for companies that already know they need qualified people and cannot afford to keep waiting for the local market to solve the issue by itself.
